Timming adjustment

I have a 1992 Johnson120tland. After I have lost some power I did the usual plugs and wires. No better. I then aqired a main. book and did a link and synk and tried to check the timing. Restored most of lost power with the L&S. After trying to adjust the timming I noticed that turning the adjustmnet screw will not affect the timming The timming is only off a little at 18 degrees TDC. While adjusting the timming I did get the motor to 4500rpm at the launch but need more help to get it higher than this. Is this the problem?
Any help is appreciated.

You are dealing with a QuikStart ignition.

Mike, You need to check the compression. If the PSI between the "lungs" is even, the power can be restored via a carb clean, timimg adjust and/or ignition repair. If the compression is not balanced, the motor will not develop full power.
