Tiller hard to steer at WOT

I recently put my 1982 J25RLCNB on a 16' aluminum Lund camp boat with a short shaft transom. It is regularly on my 16' Alumacraft with a 20" transom. The tiller was extremely hard to handle (it took both hands) to keep the boat moving straight. I searched other forums and the most common remedy I found was to tighten the steering friction adjustment screw. I was wondering if a long shaft on a short shaft transom could cause this difficulty.

I have tighted the screw and the friction has improved but the power head still seems to be loose. I can make it wooble on the pivot shaft. Noting the age of this motor I am guessing that another possible problem is the bushings (correct term?) on the top and bottom of the pivot shaft. There is alot of play in the connections. Do these areas wear out and need replacement on this age of motor?
