Add the OIl First, then pump the gas on top of it. The in-rushing gas will stir up the oil and cause it to mix.

Adding oil to a full Tank AFTER filling does not mix the Oil. It sits on the bottom of the tank.
This example was after 4 hours of sitting, an hour of stop and go city driving in the back of an SUV and then turned on its side.
If you fill the tank, it has no room to slosh around and mix.



After two days it is starting to mix with the fuel on its own.
It takes about two weeks to mix thoroughly.
Your experience will differ, but it is NOT a given that the Oil will mix with the gas spontaneously.
