Take a small piece of wire and push it into the tell-tale to free up any possible debris (where the small diameter stream of water squirts out of the lower engine cover). This may clear a blockage. If the water flow is reduced at all points, then you should consider changing your impeller which may include disconnecting the shift linkage, unbolting the lower end and lowering it down from the motor. Internal cooling passage blockage is also possible but unlikely. I'm not intimately familiar with your motor but someone else should chime in more details. Try the wire up the tell-tale first though, probably salt deposits and crud build up over time.
