I got a motor from a boat that came off a dual motor boat ,,I am trying to install the steering cable but it wont go thru could it be possible that the shaft is full of dirt it starts to go in but then stops my friend suggested i spray parts cleaner in it and then take a drill with a long bit and try to clean /scrape it out is that normal in a boat that had dual motors,,,

That is a common problem. So common, in fact, that they make a wire brush especially for that job. Even once you get it installed, you are supposed to take it apart and clean & relube it periodically as part of your preventative maint.
