Starving 92 Evinrude 15 horse

I have a 92 evinrude 15 horse that ran great and all of a sudden started stalling at low speeds and then wouldn't start or run without the choke pulled two thirds out. I rebuilt the carb nd fuel pump (have done many) and the problem still exists, no change at all. It will idle fine and run at high rpm with choke pulled two thirds out. It acts like this hot or cold. Fuel lines and tank all check out fine. Vacume leak of some kind???
