Small hole on lower unit about Skag

This past Saturday I discovered a small hole about the size of a BB just above the pointed part of lower unit and Skag (Opposite side from Propeller, Sorry but I am not quite familiar with all the terminology yet). So my first instinct was the fill this hole with Marine silicone gel because I didn't think it was supposed to be there. Then when I took the boat out on the water, I noticed the speedometer was not working anymore. After doing some research, I have determined that this hole could serve a purpose and that is to provide input the speedometer. Is this correct?

That's the speedo pickup,good luck getting the silicone out.

so much for a speedometer, once you split the unit you MIGHT be able to backflush it out or blow it out.

Try a very small drill bit turning it in your hand back and forth to see that will get the gel out.
