Shifting problems

I am needing some clarification. Working on pre alpha 140hp mercruiser I replaced the water pump and took the stern drive off then took off lower unit. Put everything back together but my problem is this. I had the boat shifter in forward on the stern drive I tried to put the shifter in forward so it will slide into the boot that attaches to the shift cable. I tried holding it straight and spinning prop counter clockwise but it doesn't catch so my shifter in the boat is in forward but won't go into neutral or reverse. If I spin the prop clockwise while the boot is forward it locks. When I put the lower unit back on did I not get the sleeve right or something when bolting it back up? It seams like opposite of what my manual says How to install it.

Pull the two haves back apart, rotate the shift shaft so the prop locks during rotating the prop counter clockwise. Bungee cord the prop and then put the two halves back together with shift foot facing forward
