The bushing protects the shift cable from abrasion and scarring. It goes in the transom housing where the cable goes through. I?d try to put it back if I could. Premature cable degradation will ensue.

To replace the bushing all you have to do is remove the cable from the linkages on the motor and run the bushing down the cable. It pushes into the transom plate and snaps into the hole the cable goes through. It's a tight fit, but that's how it clips in. It's a tight place to work if the motor isn't out so good luck!
