I acquired this motor for a ridiculous price. Need a service manual. I am quite sure the impeller needs replacement. Put it in water and got it started. Nothing seems to come out of the exhaust holes. I would think it should spit some h2O. Any advice changing impleller would be good. Sears still have the parts but would like a second source if there is one out there. Model 217585931 Made in 1980

Check eBay. Someone's always selling that service manual. Don't forget the check the stores when you do the search. There's one or two guys there who sell lots of parts and manuals for those.

That motor won't pump a lot of water until it is in gear. Then it will spit water out the exhaust ports.
The best advice I can give, is if there is any doubt, change the impeller.
Overall, it is not an expensive fix compared to what can happen without it. Even though the cylinder head is air cooled, the exhaust is water cooled and the motor depends on it. You may find the impeller has been melted by someone who thought because it was air cooled, ran it while it was not in water.
