Sea King/Clinton k700 carb setup

So dumb me decided to take the carb apart. Does anyone know what the power screw (located under the bowl) and idle screw (about mid way on the carb) should be set at. I have the original instructions and it is not working. It say to back power screw out 2 1/2 turns. When I do this it falls out. I have looked for the last week on how to figure out a 2 stroke carb and everyone starts out with adjusting it by say, "Start the motor." Well funny me cannot even get to that point so I thought I would ask.

set twist grip to fast and bottom out the screw and back it out 1 and a half out and fine tune from there

Sorry but i do not know what you mean by twist grip i have high and low carb screws idle screw and a lthrottle ever i move from side to side
