rust on choke plate

I took a look at my choke plate this season to find rust all over it. I have done some work to remove any problems that may have caused this in the first place (removed water in the tank, new water separating fuel filter, etc.).

My questions are:
1. Should I worry about removing the rust?
2. If so, what to remove it with?
3. Last, what can I put on the choke plate to prevent this?

I'd pull the carbs and give them a good cleaning, if there's rust on the butterflies than there may be rust just waiting to fall in a jet. I'd use a soft bristle wire brush to clean them off, maybe a soft rotary brush on a dremel. Since you've gotten rid of the water problem, the 2cycle oil should keep them from rusting up. If they do rust up again I'd look at replacing them.
