risers getting hot when slow ed down

Not sure if this should be happening. Start the boat , motor warms up to correct temp. Take her for a run risers cool, temp Gauge good and then when I slow down, temp stays good , risers are good then slow down to a stop and have her idling, temp gauge still ok but risers start to get real hot and then after a few minutes its cools again.

Is this normal.?

Risers are 12 months old(brand new gaskets),Impellor is brand new, Plenty of water cirulation, Thermostat good working order

Since the risers are fairly new.The thermo has been tested.Then your not pumping enough water.That leaves the impeller,even though it's new.It only takes a couple of minutes to ruin one.J
