If a 23 is giving your full recommended RPMs at full throttle, then you should get better holehot with a 4. If your motor is being worked to death with that 23, holeshot could be worse with a 4.
Holeshot is typically better, but you can lose a little speed. You can usually mount the motor higher on the transom with a 4-blade which reduces drag from the gearcase. Raising the motor can give you a little more speed than with a 3-blade that way. 4-blades also greatly reduce chinewalk (the back end dancing around at full speed).
