prop still slipping

1977 ranger bass boat with a 115 slips when it plains out, have tryed everthing from different props, lowered motor, what i cant understand is why it slips more with a 17 pitch than a 19, the only thing i havent done is put the plastic wedge back behind the motor, but it still would slip with that and a omc 19 pitch , HELP

Please define "slip". All props have slip. Zero slip is theoretically impossible. If you mean blow out or ventilation, that's a set-up issue. So exactly what are we talking about?

soon as boat starts to plane out t slips , rpm jumps from 3500 to 5000 rpm, let up on throttle and it will grab then you can start slowly throttling up.
