Primer Needed? Seal Transom Mounting holes?

Helping a friend install a different motor (Evinrude 4 stroke, E50PL4SS) on a pontoon boat. I have two question on the install. I know on a fiberglass boat you seal the holes on the transom where you mount the motor. This boat has a stainless steel transom that I believe is double walled. Do I need to apply sealant?

The second question is in regards to the fuel line. Boat has built in fuel tank. With this motor should I have a primer ball inline?

It wouldn't surprise me if that transom had a hole somewhere at the bottom to let water out. If it is completely sealed except for the mounting holes, I'd want to keep water out to keep freezing temps from causing ice damage from the inside. .... As for the fuel line, it depends. I had and used a primer bulb when I had an older 2-cycle, carbureted engine. My new 4-cycle fuel injected engine does not require one.

Thanks Hot Tommy. The drain hole makes sense. I will look for that and try hooking it up without a primer.
