Power steering pump making loud whining sound and condensation inside the housing

I have been doing spring prep (stupid me but that is another post) and I have come across a loud whining sound coming from my power steering pump and some water condensation inside it.

How do I go about figuring out what is wrong and what is causing each of these issues?

I should note that the tach and hour meter both have no power either but that could just be a missing wiring (likely as one is off the battery) or a tripped breaker.

Check if filled to correct level in the pump housing.

Ah yes sorry was a long day jacking a deck yesterday it is a 2019 Mercury 225XL

Went today to check the power steering fluid and seems like it is low. I am having someone pick some up for me tomorrow and should know early next week if that was the only issue.
