possible water leak in 88 spl

i have a johnson 88 spl 1991 and everything runs great it has never run hot pumps water like it is supposed to but the lower engine cover fills up with water around bottom of engine and leaks out of lower engine cover any ideas and like i said every thing works great just wondering

Run it with the cover off to find where the water is leaking from and fix it. Lots of possibilities.
