your themostat is not opening, the engine is running hot. don't run it until you change the stat.

Already changed them, running around 160 on temp guage, water is steaming when coming out and it takes it about 20 seconds to come out, have replaced the water pump completely.

The thermostats open at 143 degrees, so if you are getting water that much hotter w/steam, you need to take another look at them to see what temp they are actually opening, or if both are opening.
Did you get all the sand out of the engine? Could be some obstruction holding the water until it turns to steam and can pass the obstruction under pressure.
Can you feel of the heads and keep your hand on the for a few seconds? 160 degrees is not all that bad but a little high. How are you testing the engine, in water or on muffs?

Don't know what engine you are running or anything else about your situation except that you are from Washington and this time of year the steam may be normal for a stat output of that temp beins the ambient temp is probably pretty cool and humid.

Butttt lets say you have a 3 cyl 90 hp or a V6 150 (I know about them). You can put the engine on the muffs and pull the stat(s). Run the engine for a few minutes at low speed (1200 is a good number) and watch the stat port(s). Water should fill the powerhead and overflow out the stat hole at a pretty good rate....won't squirt at you but the hole should have a pretty good bit of water coming out of it. If you have the V check the port side and then put your finger over it and check the other side (since it's slightly higher).

Let us know what you find.

160 isn't all that hot. If the stat starts opening at 143 and you are running pretty good you could conceivably get there under normal conditions.

You can check the stat(s) on the stove in a pot of slowly heating water using a candy thermometer to check the temp. Just watch it, you'll see it open if it is operating correctly.
