Oil coming from exhaust

I recently purchased a 2001 Glastron 175 SX with a 3.0 Mercruiser. Trying to get it started in the drive way, the engine will start and run for a few seconds at a time. Among other issues, I am concerned about the black oil splatter and oil dripping from the exhaust. I am only running the engine for a few seconds at a time so I don't have a water hose connected to it.

Was the motor fogged for winterizing? Might want to do a compression test.

get the muffs, and a new impeller, then run it, and report back

I am only running the engine for a few seconds at a time so I don't have a water hose connected to it.

Replace the impeller that you burned up before you go any further.

As for the soot/oil/etc, mine normally blasts out some soot and oily looking discharge when it first fires up.

Don't be starting it like that. First off, you are putting a lot of stress on a dry impeller. Second you have a lot of extra fuel in the system when only starting and running for a few seconds. then it builds up after a few starts and washes the carbon off the exhaust and looks like oil.
Hook some water to it, start it up and let it warm up. Then see how things look.
