New prop and too low RPM's

Ok, just bought and received my brand new prop, 3 blade 22p Cleaver style thru hub and no vent holes by Precision Propeller so the sticker says... I've been running a 14.25"x22p vented all summer and getting 5500+ rpm's depending on how much I trim out and load. Thought these cleaver style props cut the water and have plenty of rpm's? Not the case, only getting 4800, not ideal for my F150 outboard at WOT. With the family cruising around I won't mind the low rpm's, 3k and going 33mph. But should have followed my gut and bought a Turbo prop, arg. Now I'm out some cash... :facepalm:

Thick and aggressive cupping could be the culprit? I think so, probably grind blades down to achieve what I need...
