New Problem

Hi everyone, I'm hoping to get an answer here. I have an older 20hp outboard which last summer ran like a dream. I bought a new powerpack, new plugs cleaned the carb and fuel pump. It would start the first pull everyday for the summer. (Once fall came and the temp dropped, it was a bit more stubborn) So when the season was over, I ran the gas out of it, replaced the lu oil, and sprayed some storage chemicals in the cylinders for winter. (It was stored indoors). Well I got it all ready to go this spring and I'm having one heck of a time starting it. It now takes about 15-20 pulls before it catches. Once it starts, there needs to be some high idling until it will run smooth at low idle. (Last year it would be smooth right after starting at idle.) Once its warmed up, it runs like a top, but it is frusterating me!!! Does anyone know what the problem may be?? I appreciate any and all ideas!!!!
