Idle timing is what works with the throttle butterflies fully closed. The link n sync should get it close enough to start up and not race to extinction. Then set it when on the lake with the idle speed adjust screw. Don't forget to check your throttle cable tension after you change idle timing.
WOT timing is about 23 degrees. On some engines, you set it at 19 degrees, and the other 4 degrees are made up by the "advance" module at a certain RPM, usually 5000. If you remove the module, change WOT timing to 23 degrees.
Those are safe numbers with reasonable gas and reasonable compression.
