Need help with 1990 lower unit 200 hp evinrude

I am having trouble dropping the lower unit. I followed everything the manual said but when I unscrew the bolts the lower unit drops about 1 inch and then just hangs there. If anyone could help I would be very thankful. I am using the SALOC manual and I still can?t figure it out? Thanks

Sounds like the shift rod is not unhooked. The simplest way to do that with the best accesability is to loosen the port side pan to gain better access.
