It sounds like a 1970 - 72 Silver block. Look on the motor bracket under the front of the powerhead for the serial number, or on the flange near the where the starter bolts up to the block.
LIsted as a 1150/115hp Mercury

block number 852-3884 = 852-3884A3 superceded to 852-4843A5 ( cylinder block ) was used with in the 00000000-03023086 serial range ( from Merc catalog )
02836019 - 03023085 = 1970

1970 was the first year for the new production "direct charge" engines
(1969 1250 BP was the prototype )
This was found searching this forum from previous posters.

that is correct the engine block is silver and is suppose to be a 135 hp or 1350 and I was just wanting to be sure this was correct and now Im curious as to what is a direct charge engine.

Per Chris1956 (forum member) "Direct Charge" is the trade name for Mercury's Cross flow motors. This might be also of some interest per Scatty also a member here...
115 Mercs of that vintage were just 135hp motors, with some restrictor stuff to knock it down to 115 instead of building a whole new motor to meet the hp need...own one that was a orig 115, and its back to 135 after a crank up rebuild....from my books on it... "The '72 1150 is a choked down 1350 with a few flow restrictions to give the lower HP rating so Merc wouldn't have to come up with a different powerhead to fill that HP range for the consumer market."..
