Merc 1997 40hp 4cylinder solenoid check

Hi, everyone out there,

I have Mercury 1997 40 hp 4 cylinder oil injection, what am I supposed to read when I check out solenoid with ohm meter red probe to yellow wire black probe to black wire, when I do that it red opened 12ohms low resistance, I also check it with volt meter when turn key at on position, don't get any voltage. Is that bad?

Can someone tell me when the valve supposed to be opened and what would be a readings. Thank you, Cal s.
