As a beginner I'm finally comfortable with running this boat at 3000 rpm planed. That seems to be the speed it likes.

What would be the max rpm I should push out of this boat/engine combo and once I'm planed out at 3K rpm would I need to apply more trim as I increase throttle. Or does the trim stay good for higher speed?

For a 180 HP 470 (3.7) max RPM @ WOT is 4400-4800. Trim is constantly changing depending on speed, load distribution, wave direction etc. Play with the trim to get a feel for how the boat reacts. Too high you will porpoise, too low will plow, just right, smooth and MAX RPM at that throttle setting. You should always be trimming for the best ride. Have fun with that old 470, a 17 footer ought to FLY! :D
