mariner 60hp not performing correctly.......

Right, where do i start.....

I have a Mariner 1987 clamshell outboard....i have rebuilt this myself, changing powerhead etc, compression all ok, 160psi on all cyls, however, i cant seem to get this is maxium speed, it feels, and hears likes its dropping revs or only going on 2 cyls....

now, i have a metal fuel tank, which is leakingabit of petrol, could this make engine drop revs as its sucking air?????/

ive changed coils, leads etc...... the only other thing, is fuel pump might not be working correctly, swtich box or stator....howver i changed all them when i rebuilt engine.. help!!!

any other suggestions

when i mean dropping revs, i mean.........its goes like hell..........the just drops....then pickes up again...the drops......
