My old jon boat has steering issues, the steering wheel has some sort of spool to where coils of cable are wrapped around it to steer the boat.this makes a mess when turning the wheel left of right, the cable unwraps when turned either way.Is there a solution to this mess?maybe some kind of inexpensive way to use different cables with another steering wheel to fix this.

There is a fix but it's not inexpensive. Check the tension on your cables, the cable tension is what keeps the cable on the spool

Your "Old Jon Boat" worked for years just fine with the steering system that you currently have.
The cables should be tight at all times.
Find the source of the slack and repair the problem.
Some cable systems have at least one spring where the cables attach to the motor.
The spring(s) should be in Stretched in Tension.
