new filter, that is an annual change, clean and rebuild carbs, no adjustments on those carbs. oil is residue in exhaust housing, normal for an engine that has sat a while. it is also due for and water pump service.

Thanks for the reply. I pulled the carbs expecting to see some serious gunk and so far the first is pretty clean and the 2nd has a little varnish on it. Perhaps something is clogged in the jets? I also ordered another filter. When i get the kits and filter in we'll put her back together and see what happens. Hoping this will correct the issue.

If the oil smells of gas it's unburnt 2 stroke. If it smells like rotten eggs it's lower unit oil.

Well i put my tester on the battery, which is brand new from NAPA as of Friday, and it measured 73%. Hooked it up to my portable power generator and it fired right up. Tested it and it said it was 100%. Perhaps i need a full charged battery to start this motor?

Good thing is that it is running much better at idle. Idle seems to be around 1000rpm's, is that normal? Still has a very slight cough but it doesn't stall it out.

All the help is much appreciated.
