Johnnyrude 40hp short shaft with power tilt?

I saw a craigslist ad today for a 1971 Evinrude 40hp short shaft with power tilt. Motor was electric start and remote setup with controls. Sounds like a good setup. Not sure if it would be an upgrade though. I am currently running a 1988 Evinrude 28spl that I converted to a short shaft. What do you all think? How rare are short shaft power tilt motors? Would the '71 have tilt tube steering?

OMC didn't have tilt tube steering until 1973, and only on engines 50hp+. Power tilt on a 70s 40hp was not too common. I don't see a 28hp in the 1988 Brochure.
