Is there a "how to" on setting up the throttle cable?

I bought a boat and motor. Mid Eighties 65 Horse Mercury. Top speed 24 MPH. I know that it's not revving high enough, so I got a Tachometer, however I really can't find anything to suggest a red line, and there seems to be a pre-set bolt that the throttle bottoms out on. Got back to the seller and he told me he had the motor off and suggested that maybe the throttle cable isn't right. He seems honest enough, so if it's not a big deal I'd like to try it myself before taking into the local marina. Any ideas? Thanx. Dan

check to see if the butterfly inside the carburetor is opening all the way. It should go from almost totally closed ---> O to full open position ---> l

ve3rpm. serial number of that motor would be a big help.

ve, the serial # is on the back of the motor, look up from the prop before you reach where the motor clamps on the transom there will be a plate stating serial # starting with always a # followed by a letter followed by six numbers, you wont see the model # listed.
