Put the drive under water as much as it is when on the boat. As long as the suction is under water you are OK.

So as long as the impeller is in water, like in a big tote, (waiting for muffs) it would be okay to run the motorwithout the drive?

the impeller is IN the drive, so yes if you submerge the drive you can run the engine - assuming the pump is still good.
