Ok, so after getting the ol' girl home and inspecting it, this is what I have found. The transom wood is not rotten. The lower nuts were loose. if they hadn't been nyloc nuts, they would have spun off the bolts and laying in the bottom. I have tightened them up to the low side of the torque spec. this is just a guess since I don't have a torque wrench get them to spec.
