did you notice any water coming out the bottow of the riser when you pulled it off? one of the reasons for water in cyl is bad riser/manifold gasket or mating surface or rust or not torquing the nuts down enough.. etc.. it wont be gallons of water obviously but water in cylinders is bad if you let it sit for ever.. so get some oil in the cylinder and get that water out..

It won't hurt to put oil in, I would not put wd 40.....
The best thing you can do is get it up & running again.....;)
