I was also going to say use a small pipe wrench but some one beat me to it. A small pipe wrench is way better than vise grips. One other thing I would try is after head off, penatrating oil, I would smack the bolts with a hammer then try removing them.

buy a can of CRC freeze off...spray the broken bolt and remove...so far the stuff has worked good for me on busted bolts....it actaully lowers the temp of the bolt and it contacts allowing the penatrent to get to the threads and attack the corrision...

give it a try....its a good product to gave on hand any ways for the tuff bolts
