What's the engine mounted on, that's got a lot to do with it? On a not too heavy boat you should be ok. Plus, much depends on the experience level of the skier. For instance when my son (who was already a decent skier) first decided to try wakeboarding I'd be at full throttle with my 90 HP Johnson trying to get him out of the water, felt like I was dragging around a huge anchor until he got up. Now that he has some experience under his belt he just pops right up with hardly any throttle at all.

Should be possible to tow with that rig, assuming the engine is running up to snuff, and the prop has a reasonable pitch.
My buddies and I ran around with a 1968 vintage 16' fiberglass runabout with a 55 HP Johnson. With 3 of the 4 of us in the boat we were able to ski.
I'm sure we were using every ounce of power that motor could provide, but we did it.
