Honda bf50 trim tilt problem

Hi my trim have oil inside but it goes up and down even by my hand !
Any ideas?

The vavle seems ok.
What else it can be?
It goes up and down but when i put the trim on the engine have no strenght to hold the engine (that i mean by hand).

It was the valve at last.
Anyone know about the leg anode is it goes in specified position?
