Honda 8hp Help

I posted this in the honda section and haven't gotten any response and very few views, its dead over there, anyways hopefully someone could chime in a little info.
I can get this 8hp honda motor for $750 it is said to be in excellent running condition. The salesman says it is an 1989, but the ad on the motor says its a 1999, I am pretty sure it is a 1999 but was wondering if anyone could confirm this. There is no serial number on this motor that I could find and the salesman wasn't very helpful. I don't think they made the silver engine covers back in 1989. Any other info about this motor would be helpful or anything I should look for, it appears to be pretty clean except for the engine cover. It is from a reputable dealership and comes with a 30 day unconditional warranty. I am ready to purchase but just wanted to check in here and see if anyone could give me any tips, if it is in fact a 1989 I think the price is a little high.

It appears to be a 99, they aren't bad, but the price isn't great. It looks beat up, at least the cowl is, was it used in the salt?

Just noticed you are north of the border, the price is a little more in line then.

If I were to go private it might be a bit cheaper but they are so hard to find around here. I have been looking for over a month and at least this comes with an inspection report and a 30day warranty that will cover anything. Like I said there isn't any corrosion on the engine and the paint is all intact the cowling is by far in the poorest shape of the whole engine. There isn't any bubbling of the paint on the leg either. Sorry for the poor pictures I took them with my cell phone. Is there anything in particular to look for with these engines or are they pretty reliable for the most part? It appears the oil has been changed the timing belt looks to be in good repair no cracks or anything. Did they make those engine covers is 1989?
