four stroke merc runnability

2016 60hp 4 stroke mercury, acts like it runs out of fuel? how can I test fuel pump? under load surges then dies. will not load onto trailer ,runs out of power. or is it tps switch. has primer bulb,heard 4strokes should not have one. thanks in advance!

Carb four cycle motors will have primer bulbs. EFI and FI motors have electric fuel pumps and often no primer bulbs

You might take a compression test to see if the motor is healthy. usually service manuals have fuel pump output and/or pressure tests.
