If he's running a 21" pitch prop, he does have a prop problem and may well have an engine problem too. Need to change to a lower pitch and post the results in your own thread..

I have a new prop ordered and now that I have been thoroughly chastised(twice)!! I will go away. I merely thought that the suggestion that I originally quoted might have fit my situation. I hate to start a thread when there is one that exists that may be pertinent. Sorry

No offense meant. More often than not you will get more answers if you start you own topic. Would like to hear how it turns out for you..
