Evinrude Ficht 250 wont start. Help!!!

03 evinrude ficht cranking as if battery is dead

Battery is fully charged.

Terminals cleaned and tight

6.5 volts at starter while cranking

6.1 volts at solenoid while cranking

are you sure the battery is good. try boosting with external battery. If that doesn't help, could be a bad starter or tight engine.

I installed a new starter and new battery 800cca, I can also turn fly wheel by hand.

It would slow crank for about 5 secs then start clicking
