Evinrude 90 HP fuel starvation

I have a 1990 Evinrude 90 Hp that runs great. The problem that has arisen is with the onboard fuel tank.
I changed the inline fuel filter from the tank to the primer bulb that goes to the engine. tonight with my daughter driving I got to witness what was going on. As the motor when to starve itself the Primer bulb was completely empty of fuel, all sucked in. I had brought a portable tank with us so a quick switch got us back to the dock. when i pulled the boat out the primer bulb was still imploded, what would cause this ,bad pickup in the tank. Once on the portable tank it will run fine.

Or a blockage between bulb and bottom of fuel pick up in tank. They are easy to replace the pickup. You do have the arrow on the bulb pointing towards the motor and laying in generally uphill direction?
