I have a 77 OMC 120 electric shift. My alternator went out last weekend on the water. After the battery died, the bilge pump no longer worked. The boat started slowly filling up with water as we were getting towed in. The water came up to the top of the oil pan, but not passed that. Some of the electric wires were submerged, but the boat was turned off. When we got home, tried to hook the battery up with jumper cables and a car in order to raise the outdrive. NO POWER... What could this be?

What does it do with a fully charged battery?
I'm not an OMC guy, but trim systems are usually the biggest draw on a battery......
I think the battery is too low for the jumpers to help it.....
Charge the battery or get a new one & post back with your results.....JK

Does anything turn on? Was this salt water?

You may have submerged the tilt motor and caused it to fail.

The tilt motor is so close to the same height as the oil pan,that you probably at least need to rebuild it,because water got to it.

Also check the crankcase oil for h2o,as the crankshaft seals are made to keep oil in,not h2o out.
