I have a 15 hp 1984 evinrude that I have to drop lower unit on .I unscrewed the 6 bolts and the unit will drop about 2 inches but no more.
Should I remove the shift rod pivot screw on the lower unit or should it drop out without removing that.
Thanks

You'll need to disconect the shift rod. I'll guess that's what's holding it.

Look in the space between the opening you have made for a connector. Take the bottom screw out and disconnect.

I have a 20" shaft. Should I be dropping unit from above or below the 5" extension

If you want to work on the water pump, take it from below the extension or you will have to undo the extension anyway.

The connectors on the extensions are either very long or there are two couplers with a third section of shft rod, or there may be a longer shift rod. Whatever, they all disconnect the same way.

burnsy, as to your suggestion, DO NOT remove the pivot screw. Ever. Unless you are rebuilding the lower unit....or want to.
