Drain Hole??

I had a rear crossmember replaced due to rust . It seems they used a steel 3x3 and painted the galvanizing spray on it. I know it won't be as good a repair as I would have liked, however, they neglected to drill a hole at the low point on the crossmember....should I go ahead and put a drain hole there?
I'd like to seal it so water wouldn't get in there at all but I know thats not likely...

Absolutely. Especially if the cross member is not sealed on the ends.
