The overall idea is to get the max out of a under powered OB, not an issue boating with 2 souls up, will be an issue with 4 up. Lower leg must have the least water drag once on plane, upper splash plate is the border line between top boating and a so-so one, as you could have water splashes out or over transom if plate is set too low and prop aeration at close tight turns, choppy water cond if set too high.
Once at the sweet OB/transom height can play with pitch props all you want...Report your findings, can work from there.
