i did compression test on 1988 70 johnson #1-118 #2-80 #3-118 is it time to rebuild or replace any insight much appreciated and what costs to rebuild much appreciated

If you haven't done a decarb do that first, and re-run your check. Otherwise, it's time to pull the head and see what's going on.

Yes, what iwombat said.

80psi is too high for a really trashed cylinder. Could be carbon in the rings (decarb it) or it could be a leaky head gasket (easy fix).
