Clear inline fuel filter

Just was running the motor on my 1997 Merc 40 hp 4 cyl 2 stroke again and as suggested on another post I paid particular attention to the fuel delivery system starting at the tank.
I tightened, again, all the clamps on the hose line between the tank and the motor and started to look at the clear filter. I noticed that it does not completly fill up with gas, it lays on it' side on the floor and half the filter element inside is high and dry, I tried holding it vertically while the motor was running and it appeared to fill a little more but not full.
Now I am wondering is it supposeds to fill completly or do I have an air leak between the tank and the filter ??

That question was asked more than once a week about 50 years ago about the filter bowl on older OMC motors.-------------Answer was always the same then.--------------Bowl does not stay full once motor runs.-----------Good question even today !
