The linkage and synchronization procedure differs a little from model to model, pdl. It sets up the throttle linkage to synchronize with the ignition advance mechanics.
It is explained in detail in the OEM Service Manual available here at iboats.
Be sure that you make the adjustments with the engine in the water and under load where it asks for that. If you set the idle without a load on the prop and backpressure on the exhaust you will get a lousy idling engine on the water.
